We can end the Monroe/"Donroe" Doctrine
Hi Friends,
I'll be on a peace delegation to Venezuela later this week, during which we will hold a burial of the Monroe Doctrine. I'd like to be able to tell everyone just how many of us have urged Congress to do the right thing.
The Monroe -- or "Donroe" -- Doctrine has been used to excuse attacking Venezuela and kidnapping its president, blockading and seeking to starve the people of Cuba, blowing up boats in the Caribbean and Pacific, interfering in elections in Honduras and Argentina, and much more just in the past year.
For over 200 years, the level of abuse and frequency of invasions, coups, and militarization of dictatorships has ebbed and flowed, but never ceased. The closest thing to a respite was perhaps during the "Good Neighbor Policy" of the FDR years.
Now there is legislation in the House to end each of the policies that has grown out of the Monroe Doctrine and to create a new Good Neighbor Policy.

Empty statements about ending the Monroe Doctrine have been made for many years.
H Res 1056 would substantively annul the Monroe Doctrine and develop a serious “New Good Neighbor” policy, to include:
- respecting the integrity of sovereign economic development plans of the region’s governments;
- terminating all unilateral economic sanctions;
- an automatic review of bilateral assistance to a government whenever there is an extraconstitutional transfer of power;
- declassification of all archives that relate to past coups d’état;
- reform of the Organization of American States to ensure accountability, transparency, and independence for the electoral observation division;
- major, recurrent contributions to the Amazon Fund;
- reforms to the International Monetary Fund, World Bank, and Inter-American Development Bank, to ensure that the developing countries of the region are able to play an equitable role in shaping their policies.
