Nuclear energy technology moves a government closer to nuclear weapons technology. Various nations have acquired the former for just this reason, and oil-rich Saudi Arabia would likely be doing the same.
Mohammed bin Salman has pledged to acquire a nuclear weapon if Iran ever builds one, and the current war may have made that more likely. Sending nuclear technology to Saudi Arabia is playing with fire.
